If you want to get technical, you can’t make shepherd’s pie with brisket. A true shepherd’s pie has ground lamb, but if you’re calling this "cottage" pie, stick all the brisket you want inside without fear of the pie police knocking on your door. “Mince it up with some gravy, add finely minced carrot and peas,” one user explains, “and top with mashed potato, then heat in the oven until piping hot all the way through.”
